Jefferson Parish Sheriff Sheriff Newell NormandNewell D. Normand, Sheriff Jefferson Parish

2014 UNO Homer L. Hitt Distinguished Alumnus Newell D. Normand (BS Business Administration '88) was first elected Sheriff of Jefferson Parish by 91% of the voters in November of 2007 and again in 2011 by 92% of the vote. Sheriff Normand has previously served in various command positions during his 34 years with the Jefferson Parish Sheriff’s Office such as Chief Criminal Deputy, Comptroller, and Chief of the Louis Armstrong Airport Law Enforcement Detachment. Prior to joining the Jefferson Parish Sheriff’s Office, he started his law enforcement career in the Orleans Parish Criminal Sheriff’s Office serving high risk warrants and court capias.

Sheriff Normand’s formative years spent at Jesuit High School instilled in him the value of education which eventually led him to receiving a Bachelors degree in Business Administration from the University of New Orleans, and a Juris Doctorate degree from Tulane University. Newell is also a graduate of the prestigious FBI National Academy and FBI National Executive Institute.

He continues to give back to his community by serving on the boards of numerous organizations such as East Jefferson General Hospital, the Fore!Kids Foundation, Volunteers for America and the Jefferson Children’s Advocacy Center. Normand is also actively involved with numerous professional organizations including the Major County Sheriffs’ Association, National Sheriffs’ Association, HIDTA (High Intensity Drug Trafficking Area) Board of Directors, Louisiana Commission on Law Enforcement, New Orleans Chamber, Louisiana State Bar Association, Louisiana Sheriffs’ Association, and the Government Finance Officers Association and is the co-author of a book entitled, “Moral Compass for Law Enforcement Professionals.”

The list of his many awards is impressive and lengthy. In the past five years, he has received the following: 

• Louisiana Highway Safety Commission (LHSC) DWI Enforcement Award (for the most DWI arrests per department), 2014
• International Academy of Public Safety, Moral Compass Leadership Award, 2014
• The Extra Mile, Southeast Louisiana, Inc., Health Care Champion, MentalHealth Advocate of the Year for Service to Persons with Disabilities, 2013
• Office of the Secretary of Defense, Patriotic Employer Award, 2013
• International Crisis Intervention Team, CIT Sheriff of the Year, 2013
• Court Appointed Special Advocates (CASA) Light of Hope Award, 2012
• Crimestoppers Distinguished Service in Criminal Justice Award, 2012
• The Henry C. Lee Institute of Forensic Science, Distinguished Leadership in Law Enforcement Award, 2011
• Jefferson Chamber Public Service Award Recipient, 2011
• Federal Bureau of Investigation’s Policeman of the Year Recipient, 2010
• Crimestoppers Law Enforcement Award, 2009
• University of New Orleans College of Engineering’s Certificate of Merit, 2009

He is married to the former Shawn M. Bridgewater and is the proud father of John Taylor Normand and Sarah Elizabeth Norman.
